Cuts on Foreskin

For a few months now I have been getting these small cuts on my foreskin - the top of the foreskin ha started to look strange and its almost like you can see red lines when you move it backwards and forwards. I was also getting cracked skin. I have managed to deal with the symptoms etc, it used to get itchy and red (the top of the foreskin that is) but it just does not seem to go away. For a few days I think its gone, then another day the cuts start coming back and it is the same process. Dr google says I should try a steriod cream - so I will have to try that as it sounds stronger. Obviously with it being down below would rather sort out the problem myself rather than going to the Drs.
